Vocational Rehabilitation Specialist
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/19/2022. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. INDIVIDUAL OCCUPATIONAL REQUIREMENT: This occupational series has an Individual Occupational Requirement (IOR). An IOR is a basic requirement that must be met in order to qualify for entry into this job series, and it is something that cannot be waived. You must meet at least one (1) of the following requirements: Undergraduate and Graduate Education: Major study -- vocational rehabilitation, vocational or educational counseling, or other fields related to the position; OR Specialized Experience: Examples of qualifying specialized experience include: Work that required obtaining and applying occupational information for people with disabilities, knowledge of the interrelationships of the involved professional and specialist services, and skill in employing the methodology and techniques of counseling to motivate and encourage individuals served by the program. Experience that demonstrated knowledge of the vocational rehabilitation problems characteristic of the disabled, including familiarity with available resources and skill in identifying, evaluating, and making effective use of such resources to serve individuals with disabilities; or of the disadvantaged, including knowledge of adjustment problems of the educationally or culturally disadvantaged, familiarity with available adult education and training resources, and ability to recognize problem areas needing special attention. Experience in vocational guidance or teaching in a recognized vocational rehabilitation program or school, developmental or supervisory work in programs of vocational rehabilitation or training programs for the disadvantaged, or personnel or employment placement work that provided extensive knowledge of the training and adjustment requirements necessary to place persons having disabilities or social adjustment problems. GS-09 MINIMUM QUALIFICATIONS: In addition to meeting one of the Individual Occupational Requirements, you MUST also meet one of the following GS-09 minimum qualification requirements: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing guidance to Veterans on vocational rehabilitation services; developing goals for Veterans specific to their needs; monitoring progress of each Veteran to ensure goals are met; using counseling techniques and methodology in motivating individuals and helping them to adjust successfully to the training or work situation; knowledge of vocational training concepts and practices of the employment market, training facilities, and skill demands and environmental conditions in occupations and in specific jobs in relation to suitability for the training and employment of the persons served by the rehabilitation program (NOTE: Your experience must be documented in your resume). OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Education must be in vocational rehabilitation, vocational or educational counseling, or related disciplines appropriate to the position (Transcripts Required). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of specialized experience and related graduate-level education (in excess of the first year or 18 semester hours), as described above, which meets the total experience requirements for this grade level. (NOTE: Your experience must be documented in your resume and transcripts are required). GS-11 MINIMUM QUALIFICATIONS: In addition to meeting one of the Individual Occupational Requirements, you MUST also meet one of the following GS-11 minimum qualification requirements: Specialized Experience: I have one full year (52 weeks) of specialized experience equivalent to the GS-09 grade level in the federal service that has equipped me with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and is in the normal line of progression for this occupation. Qualifying specialized experience includes what is stated above, as well as, but not limited to: establishing respectful, effective relationships with patients and staff; creating individualized assessments to determine level of support necessary for patients; developing employment opportunities through community-based job development; monitoring performance and progress through case reviews; and maintaining a database of referral and placement outcomes in order to provide feedback to fellow collaborators. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours per week spent in such employment. Education: I have successfully completed a Ph.D. or equivalent Doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree. In order to be acceptable, the major of study must be in vocational rehabilitation, vocational or educational counseling, human services, or other field related to the position. (Note: You must attach a copy of your transcript.) Combination: I have the specialized experience as described in A, but less than one year; and I have graduate education as described in B, but less than the required 3 years. I have computed the percentage of the requirements that I meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The total percentages must equal at least 100 percent to qualify.) (Note: You must attach a copy of your transcript.) Combination: I have the experience as described in A AND the education as described in B. (Note: transcript required). You will be rated on the following Competencies for this position:
